Is it, by chance, possible that some of the performances you've heard have been, themselves, the source of the mediocrity? (In much the same way that there are a great deal of distractingly uncharacteristic performances which can ruin the Sinfonias of Emanuel Bach...)

I like the chromaticism in the ritornello. It's not very typical and it adds an interesting flavour. It's beautifully written and suits the cello perfectly.
I love this concerto!it's a bit faster then other versions(Du pre for exemple), but it's interesting that way! but i don't know why in the Cello repertoire we give importance to Haydn concertos(it deserves all importance !), but this one is less played ....
There is a recording of this concerto with Jian Wang on Deutsche Grammophon, which is a bit slower, played more into the string and solid, the harpsicord a bit more sticky, I like that one. But always interesting to hear different recordings.
Not sure Monn was so much on the way to the classical period, he died in the same year as JSBach and this concerto's first movement follows a typical Vivaldian cycle through a number of keys: g, Bflat, c, Eflat, d, g
