The VP of student services (starting @ 1:28) speaks of developing leaders who would push toward open societies in C.&E.Europe.
Great!
But are they using (or at least pushing for) "open" source software? I suspect not. And it is such supposedly small things that act as a Rosetta Stone to what kind of clock is REALLY ticking behind organizations like these.
