Personally i think he still has an amazing voice. Alot of singers can't peform live for love or money and he's done it for years now. Go and watch some Motley Crue live vids and you can't compare how good bach is live compared to the pure awful noise that is Vince Neil. I am a Crue fan, but vince is a studio singer. Seb is a SINGER full stop.
i will say he has gianed a few bounds and has slowed down a bit but hell he is 40 i think we all do that in skid row or solo with who ever hes 90% of the talent on the stage every realy big band was made by a front man and he was one of the best theres 100 people that can play drums and guitars but few can pull of the leads. there is another video of a 1992 concert and he sounds just as good if not better in this new video. I imagine they were touring heavily in the late 80's early 90's and his voice was abused for some time.

oohh.. those high notes are emabarrising. Great lower range, but those attempts at the high notes just shouldn't be done. I do feel sorry for him, because he had the most amazing voice about 10 years ago. I was hoping he still had it...but alas.
Actually, the screams ain't bad at all. It's when he sings parts like "so that I knew that you were there for me," that he seems to be pushing his voice into the nasal passage and going out of key. He'd probably have stronger support if he didn't smoke so much weed.
