The point of this segment isn't that we should believe truth, justice, and mercy is inherent in the universe. Instead, it is that truth, justice, and mercy are artificial attributes that must be sustained through equally artificial action including belief. Like it or not, cynicism is self-destructive.
The trouble is with the word "believe". If by believe we mean to strive for, to support, to root for - then yes, by all means. If by believe we mean to accept without evidence as fact, then that belief is foolish.
We can believe in God the way he believes in us. But if we believe in God in the sense that we follow a doctrine that outlines his existence - than that belief is hollow.
I know OF discworld, so I'm familiar with it but barely, after this bit of wicked dialogue, I might actually go read the book or check out the movies. Good stuff.

I think his statement is false
I don't think any sane society (re, NOT monarchies) believes that the universe inherently MUST or DOES have justice or liberty to it
We believe that WE can MAKE justice and liberty for OURSELVES and our surroundings
But we still acknowledge that outside of us, there is no justice or liberty. That's why people say "Life isn't fair" or "Life sucks and then you die"
So what is rubber-mask trying to tell me?
