No the reason they were at DEFCON 2 is cause Yuri had Surfaced after the End of RA2. This is just the intro cut scene modified, instead of the President talking to Yuri, it cuts to Gen Carville

the other timeline is the Allied side's ending of Red Alert 2. In that timeline Carville is dead and only Tanya shows up in the last scene. Yuri's Revenge takes place after Red Alert 2 so this is the "final" Allied ending for Red Alert 2.

The only resemblance lies perhaps in the name. Yuri never comes into play, because the Soviets hired him to try and defeat the Allies in RA2. But in RA3, they managed to beat the Allies because Einstein never existed. Hence they didn't need Yuri. Also, notable is that Yuri controls minds, where as Yuriko uses psychic telekinetic powers. Just for information, in Japanese, the name 'Yuriko' translates to 'lily child'.

Besides, their powers are similar, especially Yuriko's Psychokinetic burst (special ability), although when Yuri uses it, the affected infantry just... blows up on the spot while Yuriko's blasts them away.

Another thing they have in common is that they both levitate in some way. Yuri has that weird platform-thingy in C&C RA2: Yuri's Revenge, while Yuriko uses her powers to levitate.

Altering the past doesn't guarantee that they, or Yuri, won't exist. Therefore, Yuri most likely exists/ed in RA3, he only wasn't mentioned.
