If I remember correctly this was originally going to be the opening song. However it was decided it suited better as a concluding theme instead and so a new song and artist was sought to open the film. As others have pointed out the themes from this song run throughout the movie, that's why.
I love Sheryl Crow, but after hearing K.D. Lang's version, I personally think that it was unfair for them to choose her over Lang's classic, nostalgic, and oh-so-powerful rendition. Truthfully, I think the producers chose Crow because she's more mainstream and therefore has more connections.

Sadly, this is the case for so many great artists in the world...Why can't people appreciate artists for just their art and talent and not bring to mind race, ethnicity, gender, sexuality, physical attractiveness, and other characteristics that shouldn't matter so much?

The background music (especiall those horns) along with K.D.'s full, rich voice (she almost sounds like Shirley Basset at certain points) makes this song just so much bore Bond-ian. John Barry would have been proud

This was supposed to be the theme song, but because Sheryl Crow is "prettier" and more "mainstream" ,THEY decided that Crow's song was to be the theme. Even though the movie itself has bits and pieces of "Surrender" 's theme all throughout and does not ONCE include Crow's wanna be trash
that is disgraceful if true. Personally, I dont mind the teasers through the film leaving you ready for the concluding masterpiece, I would have liked maybe something of the same quality to lead as well.
Having said that, I am happy to have this "undiscovered masterpiece" in the collection.
k.d.Lang's theme song "Surrender" was definitely one of the best Bond soundtracks ever - so beautiful, emotional and deep - much better than Sheryl Crow's title song
@irina1296 I disagree. Maybe KD Lang would have sung Sheryl Crowe's song better (hell, I could have sung it better), but Surrender is in no way better than Tomorrow never dies. Unfairly outshined? Perhaps. But even that might even be a stretch. Just an opinion. These two tracks were a great addition to the Bond music collections. That's for damn sure.

I can agree that it's reminiscent of older Bond themes. Besides the fact that the music score wrote both Surrender and Tomorrow Never Dies, Sheryl Crowe's song opened up. a new generation of music. The World is Not Enough ended up being something new (whether it's something you like is different), Madonna's Die Another Day was... unique, and there's no denying that Chris Cornell's song was fantastic and that if Jack White had dropped Alicia Keys, Another Way to Die could have won a Grammy.
Wow. I had no idea this song existed. Amazing.
