Just to answer a few questions, yes, this was a CPU vs CPU fight. I just let MUGEN run on its own and happened to record the video at the time. I think I set a handicap on the health so the fighters wouldn't murder each other within the first few seconds of a round.

Yep, almost four now. I actually kept re-playing the CPU match until this came out randomly and so perfectly. I think it took about 10 tries with 100% handicap for both sides to avoid the match ending in like 5 seconds.

Its only balanced in the fact that evil ryu and ken could have potentially juggled broli the entire time, but at the same time broli has a 3 hit shield prior to collapsing [hence why he interrupted so many supers midway]. It was a great fight, but this is really an exception- if you put broli against anyone else, it'd be very unbalanced.
