That's the Japanese opening to Contra. As with most games brought to the US, the title was changed.
The game is "Gryzor", search for that rom if you want to view the full opening sequence. Only problem is it'll be in full JP Kanji.

The original Japanese game is actually called Contra, but the ROM was misnamed to Gryzor. Anyway, this isn't really a good hack. It covers the original action with animation from Megaman.

The beginning is fake. He staged the beginning. He recorded the beginning from an NES emulator. Everything else was done with Mugen.
Notice how MegaMan is shooting 2, TWO shots? That gives you a clue that this was done in mugen.

Not's not really a NES hack of Contra. That is Mgen, the fighting game engine for PC. The guy used MegaMan as a character in a Contra bonus stage.
