Auto-scroll stages in a Mega man game? Rare... but in hindsight the devs could have used it A LOT more to increase the challenge. Imagine the majority of ...say...Ring Man's stage as a Auto-scroll. Would bump up the challenge, wouldn't it?

You can only get the E-Tank if you have the balloon. Shoot it, as the balloon rises, you'll have a platform that you can slide off of to get it.

you need to get the balloon ability to get the e tank at cossack 3 and you get it um i just saw a video so let me check aw hear it is from the mega man knowledge database Balloon is an item that works in the same way of Item-1. It appears in Mega Man 4, in Pharaoh Man's stage. Towards the right, across the extra desert, it is found amidst three rock platforms over the sand.

You know, I'm pretty sure Azura's glad that Jaymonious wasn't there for the skull man stage, Jaymonious is jealous Azure gets so many 1-ups but if he watched that stage he'd know he needs them and wouldn't bother razzing him until they were both into old age.
