@ThePonkTube Mine never did. Budgies are the only parakeet or parrot I would recommend for someone who has never owned a bird, or who lives in a small apartment, or who has roommates or housemates, or who has a busy life style, or who may be annoyed by screaming or loud singing at certain times.
My budgie, Bibi, chirped and sang quietly, but did so nearly all the time.
He had his wings clipped when I bought him. He could still fly a bit though. A couple of times I took him outside on my shoulder and he flew/glided to the ground a good 20' away when he got startled. Inside, he liked to stay near me. In fact, he'd scream his little head off if I went into another room. That's something to think about if you are considering buying a parrot.
Lol there's a cat down on the floor that is just waiting to kill that bird.

Seeds and gram cracker crumbs are what he likes for treats. His normal food is pellets and veggies.
