Hmmm, I think you were correct the first time. The video description is incorrect. The clothes and hairstyles do look very early/mid 90s (plus, I doubt people would be wearing such formal clothing for a campaign rally lol). As someone else said, this is a memorial service for the Oklahoma bombings. At the end she says "God Bless Oklahoma".
As for the actual video, the end amazed me! It is amazing that someone could have that vocal range. Probably the best rendition of this song I've heard.
You are right. I've looked up Ernestine since then and this is truly at the Oklahoma bombing memorial service. Of course she is still alive and singing today but the this video is much earlier than the mistaken title. As for her range, it is out of this galaxy!
