Teller and many physicists of that time saw benefits to using the atom to level mountains for roads and cities, change the grounds level and in turn the directions of rivers. Only because of test like these do we understand the destructive nature of nuclear devices both in force and in residual A,B,G and N radial partials. It was a different time and they didnt have an "app for that" back then. It was hard science, trial and error.
I have a theory that Operation Plowshare was just a cover to do secret, large-scale underground tunneling and excavations using conventional explosives. Using atomic explosives would leave too much radiation behind.
So after this stunt what? Do-it yourself underground fun house available at Wal-Wart.
