Either way the hack can be found at around page 5 of Sonic Retro's Engineering & Reverse Engineering board section. The name of who created it is Nova. You won't find it on their sonic hack encyclopedia.
About Sonic 2 Megamix: It was actually a personal project that I worked on back in 2005. By all accounts, it's extremely outdated, but it was my first foray into hacking aside from a few private projects. If we redo it, we're completely redoing it to more accurately mirror the original Sonic Megamix.
Cool to see more hack reviews, though! I agree, Recreation is extremely interesting, and Westside Island has some great layouts. Great fun all around.

I HAVE actually completed the second level on Recreation.
The trick's to climb up the wall, and have Tails airlift you. This gives you enough height to reach the signpost.
