So when Cable is done killing a char, sometimes the person playing as him jumps up and shoots the char that is about to enter the stage, super jumps and does an AHVB. It seems they try and block it but seems to fail. Is there anyways to stop this? It happens to me way too much and I see pros fall for it too. I just block and it hits and it combos if I don't block at all.

It's a guard break. You can either take the shot, block the shot, or pushblock the shot.

So generally: no, there's no absolutely safe thing to do right there. Take the shot and he can instant AHVB you, and block or pushblock it and he can land and AHVB you.

You can just move the joystick to change the direction of cables hyper viper. The reason they spam buttons is because it adds more hits to the hyper combo than just doing nothing after you perform it. Keep in mind this doesn't work with hyper combos that have a predetermined ammount of hits, like zangiefs grab hyper combo or cpt. america's final justice.

Zangief's Final Atomic Buster super *does* get damage added if you spin the joystick: you'll note he also turns red.

Cable's Hyper Viper Beam IS a super with pre-determined hits. Getting hit by one part of the beam is 16 hits (test it on servbot if you don't believe me). Getting hit by two parts is 32 ( this is the most common, you can try it out on Ryu) and 3 parts is 48. The start up to the combo like Lk, Mk, Hk into AHVB will do a total of 35 hits. Shaking the beam DOESN'T add more hits. It just alters the arch of the beam manipulating the hitbox you are hitting them with but NOT more hits.

Furthermore, By understanding the hitboxes of Cable's Super, it will helps you get a better angle of the arch of laser to obtain a setup for more hits. On Juggernaught alone if you just the super and leave it, Juggernaught is wide enough for three parts of the beam to hit him. Other characters like Thanos you can do upclose and the beginning bulb of the laser has it's own hitbox that adds another hitbox to your attack if the arch is up or down. Take some experimenting. It doesn't add hits! -_-
