I wonder if you avoid the head at first if that may help. Most animals don't like the hand coming down on their head but may be okay with hands coming from below or the sides or even over the back.

Great job! I'm interested to see how this progresses. I may try this with Fever. She allows handling, but really doesn't enjoy it.
