why does the class 20s have to be in pairs??

20"s are usualy in Pairs for Better Traction,Helps the Driver With a Better View in front.Or in Case one Fails then you have a spare.

Most welcome. However, forgive my ignorance here, but what does "dead in tow" mean?
The loco was not powered it was just being pulled by the 66
Is that the 73 that's going to the Mid Norfolk Railway?
