New director...new employees...none of these changes have done a thing to solve the problem with Memphis animal shelters. A Memphis leader as recently as November 2011, ordered 270 pit bulls and dogs resembling pit bulls to be euthanized on the basis of breed alone. No temperment tests or attempts to reach out to rescue organizations. I swear I fucking hate Memphis and I live only 20 miles outside the city.

thats so sad. i was at a shelter by my house and they had a beautiful brindled boxer, 1.5 years old, female, beautiful personality, just sat and licked your face and hands. i was goign to adopt her. i go back and they told me they put her to sleep....she was "taking up space" they had empty cages...some shelters dont really care at all

I don't think the shelter is the only one at blame for the 77% kill rate. I support kill shelters because often euthanasia is the kindest option for these forgotten animals who would otherwise spent long lives trapped in cages, never adopted.

Unnecessary euthanasia and death from abuse or neglect is unacceptable, but the reason shelters are even put in a situation like this is because people refuse to SPAY OR NEUTER their companion animals and contribute to the animal overpopulation crisis.

As long as adoptable pets are being euthanized (the majority of the 77% being killed) while cages remain empty and volunteer applications, emails and phone calls are ignored, there is no excuse. Memphis is full of uneducated people who do not spay/neuter and allow them to roam but there are other cities with the same statistics but they aren't killing animals at the rate we are. Healthy, friendly owner surrenders are killed sometimes within minutes of arrival. No excuse.

This footage is highly disturbing. I have experience volunteering in rescue of canines. While I have never been employed by a shelter, a zoo, refuge, or the like, I can not stop thinking why would the shelter unnecessarily kill and dispose of animals who are adoptable? Are the animals who are adoptable not a source of revenue for the Shelter? Why is there not a transfer option available to this shelter to aid with over crowding? No funding? @pitbullhugga the "distemper outbreak" killed healthy dogs that showed no sign of distemper or upper respiratory. Matt Pepper doesn't vaccinated any animal if it isn't up for adoption. He kills healthy treatable animals for space only. Distemper can be fatal, however my big dog came from a litter if distemper pups and is 7yrs old. 2 litter mates had it thru the neurological signs. It is a treatable virus, if caught early.

Distemper from what I understand is contagious and aggressive disease. I don't think many affected animals survive. I don't disagree with the message of the video, but I don't think euthanizing dogs with distemper is creulty. If they were fostered out they would infect other animals? My puppy died of distemper 10yrs ago and it was a horrible thing to watch her try to survive through.

On 6/12/11 I was viewing MAS-Main Area-Canine 3 through the installed web cams. What I saw was unbelievable. The cages where being hosed downed while dogs were still inside!!! The web cams were installed to assure that the mistakes of the past would not be repeated. But they are of no use if they are not being monitored. I sent an email today to the mayor's office and waiting for a response. Please watch these web cams and speak up also if you see any signs of abuse.

A candlelight vigil is being planned for Saturday, May 28, at 8pm CDT in honor of the shelter pets, both living and dead, who have suffered at Memphis Animal Services.

if they think the kill rate there is bad they nee to visit the Tupelo-Lee Humane society in Tupelo, ms. during the time i was employed there is was weeks where 200 were killed a day in the summer time. i understand space is limited and the population is high but i am no longer a part of there so i can at least sleep better. i could not sleep after looking into all the eyes of those on death row.

Actually it's 99.8% pit bull kill rate. They only adopted 24 last year but their intake of pit or pit mix was around 2500. Just yesterday web cans caught some CRAZY abuse!

A friend had tried to adopt a Chow a few months ago. They said everything checked out but someone would need to pick up the dog to take to a transporter to PA. Transportation was already arranged. No one ever got back with her even though she left numerous messages, had someone there to pick up the dog, and was excited for a new Chow after hers died last year. All that build up, happiness, expectation, and find out that the dog was put down. The dog would have been treated like a king.

@JayAdeleMiles They dropped the KILL, not euthanasia, rate 10%? Then by their own records the kill rate must have been close to 90% when Mr Pepper started. They don't use Petharbor or any other online method to list adoptable pets, they don't have adoption venues, they don't practice COMMON disease control methods. I got none of this information from this video, I simply watched their own webcams and checked for a listing of adoptable pets from this shelter.

I pulled a lot of dogs from this shelter years ago. The dogs were all in bad shape: heart worm, distemper, injuries & just plain filthy. One is still with me, Widget and he is the light of many peoples lives. There are people around this shelter who serve as angels for the animals there and I hope conditions have improved. Every pull from there was heartbreaking.

Sadly, conditions in Memphis is quite typical for many southern shelters.

This video is almost 2 years old. Why it's circulating now, I have no idea, but the Matthew Pepper that everyone is vilifying here is the one who turned the shelter around. The new mayor, Mayor Wharton, elected in 2009, addressed the problems with the shelter the same week he was sworn in, and the former director was on the lam til he was found in Arizona and arrested on cruelty charges. The former mayor, Willie Herenton, called the shelter's condition a non-issue.
