He is right. Also, CRA's have Kelo v City of New London power of eminent domain, which politicians tell property owners they will never approve. Nonetheless, last year, Sacramento passed a bill, AB 2530, to expand CRA/LA's Kelo power to all of the City of Los Angeles, making every piece of property subject to Kelo eminent domain. Gov Schwarzenegger veto it.

McClintock is right. The RDAs are running amok. They are politically corrupted, becoming vast sources of wealth to politically connected developers who often produce developments that have no significant societal value, at the expense of thousands of families and small businesses.
