It wasn't why he was falling. If you look at the end of the curve he notice he didn't lie down enought so he fast lied down and made to much force down so the bike crashed.
If the guy taking pictures on the INSIDE of the bend "spooked" the rider, why did he turn his wheel TOWARDS him??
The problem wasn't the photographer, it was the rider - he doesn't know how to counter steer properly.
