While other agencies use the accronym "ESU" they don't encompass the same role as the NYPD ESU (ie: Rescue duties etc), thus they are unique in the own right. As for full-time teams, most 'big city' tactical teams are full-time. LAPD, LASD, SFPD, San Diego, Dallas, Seattle, Washington DC, Chicago etc etc.
Almost all large cities although NYC an ESU type unit is more likely to be found in the NJ and NY area because use ESU's to act like a Fire Department rescue company doing rescues and that stuff. Hoboken, Jersey City, Newark, NYC, DC Metro, and Nassau County. The primary difference is a unit from the East Coast is more likely to act like the NYPD ESU. West Coast units like LAPD, SFPD, LASD, and Dallas just work SWAT jobs and not rescue operations.

ESU must be quite a big wide ranged unit cause I always heard them to be the unit for bad accidents, hazardous spills, rescue, etc.

this is new york state police MRT. They do the same job as ESU but they work outside the 5 boroughs

NJ has ESU many they call it ESU OR ERT we have variouse trucks cars etc each car is used for a different task
