Do I want a thief in my neighborhood? No. But none of us know what motivation he may have had to steal a vehicle then run. There may be no justification, but there may be an understandable motivation.

But what justification or motivation would a PEACE Officer have to violently and maliciously kick a suspect who is compliant, face-down on the ground in the HEAD?

I don't know what he was running from (in terms of crime) but if a police is on your tail you pull over and if you do try to run then you don't put others life in danger.
