Well they can't really eat any eggs now, Galbatorix needs all the eggs he can get. It is only mentioned in the books that they eat humans. Eggbreakers could literally refer to either them or somebody else under Galbatorix's command breaking eggs and not eating them. anyway.
is it possible when brom "scan" and find sapphira ,sapphira to felt him and vrom tell her for ra'zac and when she freek out. its not possible galba send them to eat dragon eggs cuz he need evry one dragon rider but its possible he send them to kill wild dragons.

Brom couldn't have sensed the Ra'zac. In Brisingr Eragon found out their presence was undetectable.
