Hurricanes only produce any kind of rideable surf when they are FAR away; once they are on top of you all they do is splash water everywhere and raise the normal level of the water (storm surge). It takes thousands of miles of open ocean to create the wave shown (Jaws)and a source of strong, directional winds like the brutal winter storms off the coast of Alaska.

yeah. thats real. the storm has only just hit land. he's been riding the swells even before the winds hit land. the swells were generated by the wind out at sea before the cyclone decided to come a shore with the waves.
