In terms of the presdency wouldn't that annnouncement have come in his 3rd year of the first term and the election in the fourth year. With the season being a 7 year show, I thougt the first year of the show would be the 2nd year of the presidents term.

I just spent 3 weeks of my vacation watching six seasons of the West Wing. and I cant think of a better way to spend it. the show will always stand as one of the greatest and this cene is by far my favorite moment. truly, when you have amazing writing and Mr. Sheen, you get magic:-)
