your velo's carb needs attention either a worn slide or wrong cuttaway as it does not want to get from the pilot jet to needle jet indicating a weak mixture on progression, I know the concourse will not like it, a Mikuni carb will solve this problem for good, it did on my thruxton
My guess would be dragging clutch not carb.
