the "perfect punch" doesn't rely on the martial arts it depends one's strength because look at the fighters that punched the hardest they are all big!
it also depends on kinetic linking. You can work your arms out all you want but if you don't have proper hip rotation or leg movement then a smaller person can can have a way more powerful punch.
