Hmm I'm not sure with that one, I know with Premiere you would need to move the movie down slightly to cut off the subs (or letterbox the footage), but that also cuts off part of the footage. Since the subs are part of the source video the only way to really remove them is to remove the parts of the footage that have them in it (the whole letterbox thingy). If Movie Maker can letterbox you could try that, you'd lose a tiny bit of footage but the subs would be gone.
