When I was young, I thought this game was actually quite awesome on the PC, the weapons and the racing, i just found it fun, i wish someone would make a revamped version with new graphics, id buy it!
The blocky, textureless vehicles of the Saturn original reminds me of Star Fox in an unflattering way. I like the PSX version's cleaner, more detailed graphics even though I don't care for either version.

Hi-Octane is a game that was largely shunned when released by being completely overshadowed by the original Wipe'out (released only a few weeks before) which was visually more impressive.
It was developed & released for the Saturn first then later ported to the PS1 & PC which was mostly unheard of back then as Saturn development was almost always more expensive & took longer.
The game runs on a modified version of Bullfrog's Magic Carpet tech which helps to explain the poor draw distance.
The biggest thing you'll notice is the difference in detail between the vehicles. in the Saturn original all the ships are flat shaded with no texture work done on them. I'm unsure if this was to save on development time or to help optimise the games overall performance (or both!). Texture mapping was later added to the PS1 & PC ports.
Despite the games fairly basic visuals the frame rate is extremely unstable. Both versions share this problem but it occurs far more frequently on the Saturn.
Hi-Octane was a complete (& often mocked) failure when realised & showed that even the mighty Bullfrog were prone to the occasional red Herring, however in recent years the PC version has managed to become something of a cult favourite.
The Saturn version looks like utter ass. What a mess.

I think the Saturn has better graphics. But the PS1 seems like it runs smoother
