the present moment it means the opposite, because at the time of the ancient Hindus from the navel upwards allowed to be opened because it is considered as part of the clean body , while the navel downward considered part of the dirty body which should be closed ....
now the moral were opposite when viewed from hindu bali culture, which is considered as dirty body part to be opened proved many wear hotpants or mini hotpants and any other clothes that are not too cover the navel downwards...
Still clean and beautiful .... Bali still really Bali ... have not contaminated yet, but now Bali were miserable which had a lot of buildings that do not fit, crowd, eyesore, dirty, a lot of garbage.... etc
