The city planners that O.K'.d the final plans all stated that this was the "Best". Not two years later. EPIC FAIL! The problem with this plan was that once full, the water's would continue flooding the low lands around King street. The other problems where that when flooding happens, all small critters living in the vally's would drown! Nice fucking planning.
We fought against this stupid HWY for years. I was born and raised in east end. Montmorency dr. I lived their for 40 years. This HWY was a criminal act, perpetrated by the CRIMINAL Mayer Di Ianni. He broke election laws, and was found GIULTY! As soon as he was in office he payed back his campaign contributors with Contracts to build this HWY. Cost est. $300 mill. Cost over run. $200mill. Developers lobbied for decades to go ahead with this needless, wasteful, criminal act.

July 26 2009 thunderstorms brought I think they said 200mm (20cm or 8inches) of rain in about 4 hours!?
February 13 & 14 2007 winter storm and lake effect snowsqualls off lake Ontario brought 50-70cm of snow depending on where you were in the city!

Show me an urban expressway more than five years old that's not completely clogged at rush hour.
And Winona? Do you notice that there is a shitload of car dependent subdivisions being built there, and on Stoney Creek mountain? Do the math. That's people living ridiculously far from work, like your parents, adding traffic to that corridor. That's why all the pro-expressway politicians got their election money from sprawl housing developers.
The only way to make city travel more convenient (and green) is to develeop mass transit, and stop suburban sprawl. Walking, biking.
