Well first of all, this is BBCWorldwide; the commercial arm of the BBC.

Secondly the licence fee only covers domestic broadcasting. It's like buying DVDs of BBC shows; even though you paid to make and broadcast the show, you still have to pay royalties to the BBC (or BBCWorldwide) when you want them on DVD.
