you can find vids of like a trio doing this song and they will have ami/mami in there just to say tokachi.

It comes from a phrase "Tokashi-tsukushite" which appears on the lyric of "Agent Yoru o Iku". Since Ami/Mami's singing sounds like "Tokachi-tsukuchite", Japanese otakus began to call her "Tokachi".

Tokachi is also a place-name in Hokkaido.

Not true unfortunately. That is Ami in the video though but you can only tell both girls appart by the way they tie their hair. Ami puts her hair to the right side of her head while Mami perfers her left side.
