I really don't see why you have to put pvc in the sail. I had a 12' 1964 Rhodes sloop with homemade jib furling and main sail furler and I did not use anything to make it more rigid and it worked perfectly for over two years after construction (I sold the boat after 2 years). The main sail worked even nicer, and finally I bought a furler for the spinnaker from west marine to see the difference, and it worked same as mine.
The PVC is not in the sail. Rather, the PVC slides up the fore cable. There are slots cut in the PVC where the sail can continue to clip onto the cable. The jib wraps around the PVC.

@mataikan he has the forestay inside of the pvc so the pvc doesnt hold any tension. I would imagine this complicates stepping.
