So, um, I've had a permission problem with being able to edit the files. It's nothing that absolutely prevents me from editing files within the Apache filter, it's just a pain having to open up my editor with "Run as Admin." every time I want to create, or edit, a file.

Do you know how to change this?

@calomie Ok, maybe you are using Windows 7 right? if it is. Try to do this. 1. Right click to the folder that you've created. 2. Click Security Tab. 3. You will see users that has a permission to Read, write, modify files or folders. 4. CHoose "Users" then Edit. 5. Check it all. THen ok. 6. Try to create a text file in a folder that you've changed the permission. (Sorry for grammar) Hope it will help

My OS is Vista.

My other, and increasingly more frustrating, problem has been that though I made all the changes you demonstrated to php's ini file and apache's conf file, my HelloWorldphp will not display. On firefox it just shows a blank page with no source code. Internet explorer tries to start and then shuts down.

Would you have an idea as to what is going on?
