3 ways to prevent this:

1:backup your game save so you can just go back to be4 the fire.

2:dont build a city out of wood and make fires using netherack it will allways fail

3:also if you dont build a city near a forest (around a forest) the fire wont spread as easy

ps: use water asap when the fire spreads!
