Lots of interesting thoughts in this video, but there's a huge mistake you've made. Your line across Australia goes from Port Hedland to Canberra, not from Exmouth to Canberra! The close up shots you've shown are indeed of the Exmouth facility, but that's about 1,000 miles South of Port Hedland! Port Hedland does have a HAARP facility there though! I have screen catches of its activity on my channel.

The line comes from the star near Exmouth. Not Port Hedland.
