What is the point of those massive hotels? North Korea takes very few international visitors a year and it is doubtful many domestic visitors use them due to the travel restrictions.
I am no fan of North Korea or the command economy that has failed them but at least they live better than other third world nations, they have poverty but without many of the social issues that have arisen in poor market economies. I would hate to see a repeat of what happened in the USSR here and I hope the day when there is reunification and the communist regime falls that it will be done smoothly and not attempting shock therapy free market economics.

That building is the ryugyong hotel and the 'bunker' you speak of is a crane used in the buildings construction.
