I do not know what that means exactly because those who govern the islands are never islanders but people from where you are. That choice is a remain of colonial times. If the administering country complies with several UN resolutions that urge talks the matter would be easier. The first resolution was released in 1965! The UK can get away with this because the UK has a permanent seat at the UN Security Council otherwise there would be sanctions.

Remember, the islands are on the UN list of Non-Decolonized Territories. 10 of those 16 territories are under British rule. They are the remains of the British empire. The difference with your ex-african colonies and Malvinas is that your country planted those British people. You have de facto control there since 1833. The UN is aware of all this.
