she hits kinda hard and her holds seem to hit you no matter what. i dont mind her since i got a regen scrapper and can usually stand up to her and my health wont drop below 25%
This was footage I took off the test server a couple of years ago. At that point, the heroes were level 54 and could not be beaten without a group of 50 or more. Break frees and respites don't do anything for you when heroes regenerated health faster than we could take it off.
By the way, they did end up nerfing the heroes and villains. Twice. Now with a perfect set up you could take them down with a team of 4. But it would have to be a taylor made experienced team. A team of 8 is difficult.
Screw that. Statesman was too hard. They did nerf him after I made this video. When 20 players can't beat him, then there is something wrong. We're supposed to beat him with only eight people on the LRSF strike force.
when you go into recluses victory you get put up to level 50 so it wouldnt make much of a difference he was since you have to be lvl 45 to get in and he will be only missing 2 powers.

i have to disagree with you my friend. He'll spawn, you just gotta make him spawn. Get a big group of villains and take over all the pillboxes and he'll spawn, trust me.

When they raised the cap of villains to level 50 they first tested it on the test server. Since it was impossible for anyone to have a level 50 villain, they gave enough experience to characters on the test server so they could reach level 50. They did this so they could test the full extent of patron powers and missions past level 40.

Thats in RV the Dev's spawn there all the time there just NPC's of them I doubt that is really someone playing statesman. I have seen statesmen in RV like 3 times
back alley brawler wasnt using his energy mellee and statesman, wasnt doing anything but hurl and used foot stomp and that other attack only once..he could kill u guys in the snap of a finger if he really wanted to

Statesman is a level 50 "Incarnate," a class currently unavailable, but in most regards hes simply a tanker. WarShades and PeaceBringers are the Epic Archetypes available when you get a normal hero to level 50. To put things simply, they're very similar to druids in World of WarCraft.
And Statesman is supposed to be the Ultimate Hero, but yeah... he seems a tad overpowered.
How do you get test server? I play COV, and what lvl is statesman lol i want to get CoH soon and be a tanker. Can you fight lord recluse? what is a peacebringer and warshade? i kno all other archetypes
