the tune is Mulqueeneys. Its played in Clare, especially around kilfenora, but it comes from Kerry where it is called Free and easy. The town featured in the clip is Listowel county Kerry, which hosted many All Ireland Fleadhanna ceoil in the 80's, when, i suspect this may have been filmed.
Part of the great band De Dannan. Their recordings were some of our courting music in the early 80's even though we're Yanks.
My favorite album was "Selected Jigs & Reels" but to my dismay I heard the master tapes were lost or destroyed so there's no digital version. I hope I'm wrong!
the beat the bodhran player is playing in the beginning of the tune reminds me very much of the Dominican Merengue Tipico music- The Tambora -( double sided barrel drum) plays a similar beat in the merengues that are played in "segunda" style

In Ireland it's an accordion . The one-row is a melodeon. In England , the one-row and two-rows are melodeons
