Why does the FAQ claim a video will remain private until revenue-sharing has been enabled, upon which time it will automatically go public, when this doesn't happen AT ALL?

Instead, a video goes public immediately, you're NEVER informed when revenue-sharing has been approved, thus you end up losing a TON of revenue from the initial spurt of viewers.
