No, those are just separate names for the same game depending on the region it's from (On The Loose for US & Ape Escape P for Europe). Apart from the names, both games are exactly the same!

i think its great they made a better version of the first ape escape because the graphics are so much better in this version

Yeah, the graphics do look better than the classic one, but it looks like you can only equip 3 gadgets at a time rather than the usual 4; that probably may be a disadvantage...
