It's a simple answer, If you listen closely.... One of the few times you can legally stop on a freeway shoulder is if you are being pulled over by a law enforcement officer.

the side of the road is the freeway you idiot. no where in the freeway zone, emergency lane or not. is still a hazard when you have vehicles exceeding the speed limit at 75-90 mph. think of how you would get back on the road when you have cars coming around the corner at over 75mph. obviously you have little driving experience and understanding of the law here in CA.

No it is NOT. You're not supposed to drive on the side of the road. If someone runs off the road there's an accident, but in that case it's their fault. And it's not hard to get back on the road, you just accelerate and wait for a space. I live in NJ, a state reknowned for crazy drivers, and probably have a lot more experience than you.
