That's really awful that you should have to give your neighbors something to make them be considerate (and obey various laws, rules, and ordinances). Wouldn't it be great if people were just considerate on their own? :-/
It's probably a good suggestion. My noisy neighbor suggested that my initial contact would have gone better if I had brought over a six-pack. He actually told me that.

i can give a 99.99% gaurantee that the
authorities will not resolve the problem. generally, 3 options:
options: 1) move away 2) the neighbours move away 3) kill dog(s).
