Well this was testing based on a raid setting or I would be spec'd differently. I tried tests without imp ff and also without IS. The best dps gain was from droping IS due to the downtime required to refresh it 3x more than FF. They both give 3% crit to SF but IS also has the dot dmg. So its really a toss up.
If you get the Moonfire and Starfire Glyph then add IS with Imp IS to your rotation and drop FF, I promise your DPS will be higher than it is now. FF is a waste of mana and a GCD and IS actually does very good damage now and talented is an amazing buff. The highest DPS casting rotation a Moonkin can use assuming you are glyphed and not moving is this:
MF, IS, SFx4-5, refresh IS, SFx4-5, so on and so forth.
Might I recommend taking Imp FF out of your rotation and doing MF, IS, SF then chain casting SF while refreshing IS when needed? You DPS would be even higher. Did you have any mana issues during the testing?

One GCD every 40 seconds is a 3.7% dps loss.
Gaining 3% crit on, say, 30% existing crit, making you now 33% crit, boosts overall damage by 2.3%.
You do the math. Imp FF is probably the most worthless talent Balance has currently. It is only good in 5-mans.
