5master11111 has got it right. I'm playing the original 'C&C' all over again, from the Decade pack, and this cutscene appears in one of the early missions, before you get access to all the cool stuff, like Mammoth tanks, stealth tanks and the Ion Cannon.
A curious fact: Here we have Kane directing this little scene while, in real life, Joe Kucan was actual the director of all C&C cutscenes from Tiberian Dawn to Renegade (that is, until EA took over the game series and murdered Westwood).
Buidings shown in background are are in english or german style. You wont find such in Poland. and real "farming town" of bialystok has 300,000 inhabitants.
The funny part was after Kane said "cut" and the cameraman still had the camera filming Kane, then Kane shot the guy for recording him in addition to Greg Burdette's report.

Yes that was Wartorn, though I did not hear the name of the country. Torun was in the first mission for the Soviets in Red Alert. ask was to destroy the town- actually, though I am a Pole, I would not mind that task if the Radio Maryja was to be destroyed as well.

I think this is the aftermath to the mission when Seth gets you to destroy a village for Tiberium.
It's the one where he says there are only a few GDI scientists, but in reality there's a huge GDI base blocking the village.
It seems to be in line with the report.
