The neck is actually a fairly safe place to test it, as far as pain goes your pretty numb in the neck. If you have a friend hold 2 sharpened pencils side by side and touch the points on the back of your neck, you cant tell whether its 1 or 2. The back of your hand would hurt a much more.
My brother stuck one of those around my arm. Only the one on my arm was for an invisible fence. So then he held me there for a few seconds and I could still feel it ten minutes afterward. It hurts...
