Balance the rocket, all your weight is at the gack, that's why it's spinning out of control. take a look at pics of some actual shoulder fired rockets, and realize that they are full inside for their entire length. a really easy way to make it fly straight is to make it like a giant bottle rocket and tape a wood dowel to the engine, that's all it needs to stay stable. fins really complicate things.

just a tip if you haven't heard this already use little wire stubs to keep it stable in the launch tube not a second set of fins because that makes it unstable
