Well Tails has his intelligence, and has some gamebreaking abilities, especially in earlier games. He may not be as popular as sonic, but in some ways he's more awesome.
While I wouldn't say you're wrong about this being like an RPG, it always seemed to me that this game was most like a Zelda game. You're exploring, collecting equipment, the Emeralds are basically Heart Containers...
It's a platformer/Zelda hybrid that's actually pretty good.

According to the Japanese story of this game, this took place before Tails met Sonic. Kinda explains why he can't spin in this game.

Brian, have you stopped to think that perhaps Sonic doesn't like being slowed down?
Also, Sonic 2, it depends on what character you use for the game, so Sonic's either going to be lazy or do the majority of the work.
