I dont think it really matters in the event of an accident... Emergency crews have to be able to work, and I am sure those folks wanted to get to there location. It was a controlled traffic situation, you can see the police. Im sure the On-Ramp to that freeway was closed were they needed to exit. I see no problem here, just emergency responce crews doing there best in this situation.

Obviously u'v never been on the 403 after theres been a major accident. Usualy they devert the traffic to an exit ramp but i guess thats the trafic that passed the closest ramp. Far...far up ahead lays the accident scene and the opp closed the highway so everyone is turning around or in this case walking to there car or away from it.
